In recent years, the problems of the Ali Shan Forest Railway from Chiai to Chuehi draw a disputable and emphatic attention. The problem of Chiai-Chuehi section is not only a transportation problem, but also a complex problem including economy, urban development, culture, tourism, policy, political, etc. This thesis attempts to employ systems analysis and multiple criteria decision making (MCDM) method to analyze the above problems.To deal with this problem, this research focuses on options generated by three interested groups : the general public, the user and the investor(operator). |
