In order to accelerate business development and create more investment opportunities for private sector, the joint-development is a good way to promote the urban development and reduce the governmental expenditure, thus, it's a very important procedure to select an appropriate location for joint- development. The participants of the joint-development include government, private landowners and investors, besides, there are many affecting factors when selecting the best site for joint-development. Due to the complex criteria in site selection, the Multiple Attribute Decision Making (MADM) is applied in our study. At first, Delphi-AHP method is applied to formulate the selection structure, furthermore, group decision method is employed to evaluate the weight and performance for each criterion, and then we solve this problem by TOPSIS and SAW method after all. |
