The primary goals to manage river in the early stages were to increase land use at midstream and downstream of the river and to ensure the resident security by building structures, such as dyke and dams etc, without considering the natural ecology of the rivers. With gradually developing economic in recent years and the people's environmental consciousness strengthening, the life stability is not the only goal that the people manage the streams. In addition to basic work of taking precautions against natural calamities and reducing natural disasters, we need to consider the natural environment in the streams and control planning in accordance with them. |
