This research consists of two major parts: The first part establishes the methods of defining the boundaries of a "specific historic area."First, this thesis reviews previous theories and cases regarding the setting of the boundaries of a conservation area and identifies the substantial elements. In order to establish some objective procedures in response to Taiwan's urban development, the thesis then suggests the methods of defining the boundaries of a specific historic area. The methods are: 1. To establish the fundamental data and references; 2. To set up the goals of the development of such an area; 3. To identify the historic characteristics of the area; 4. To identify the domains affected by the historic fabric in the study area; 5. To modify the boundaries in response to the existing conditions. The second part of the thesis applies above-mentioned procedures to define the boundaries of a historic area around the Ming-sen Circus. Through the analysis of the historic background of this area and its current circumstances, this research sets up the basic references of the neighbourhood around the Ming-sen Circus and defines the goals for future development and conservation. These goals include the strengthening the townscape characteristics for Tainan's historic centre, the promoting of current living standards and cultural activities, preserving the historic townscape, and resolving the conflicts between urban conservation and development. The Circus, the radial roads from the Circus, some historic lanes, some public buildings constructed during the period of the Japanese Occupation, and some listed historic buildings are considered characteristic to the area. The domains, conceptual, affected by these characteristic elements are then identified on a study map. The boundaries of this "specific historic area" are finally modified from such a map in response to the existing situations and related public policies.
