To understand what the gap between policy targets and execution, and the problems and influence of developing Community Cultural Creative Industry is; the author interviewed the stakeholders of developing Zeng-Cu Community Cultural Creative Industry, such as local government officials and community development association members. Besides, the author also took questionnaire survey on Zeng-Cu commune, and last, suggested future development approach.
