The farming land of flowers in Changhua County is 38 percent of the land used in the growing of flowers around the island.The floriculture originated in Tianwei and covers the most there. Therefore, The research methods employed in this study include indèpth interviews and questionnaires in Tianwei. Inquiring of government officers, floriculture proprietors, the questions focus on the participants concerned, their roles, organization and interaction. Based on the results of this research, establish a flexible co-operative organization and distinguish between the participants’duty.
