This purpose of this study is to discuss and analyze how the city faces, responds and establishes a set of “the strategy of city development” under the globalization through doing this research. Taking Keelung as the case study, this study discusses whether the city really can survive efficiently and safely under the globalization and even become the new superior city, especially as it confronts the globalization and establishes developmental strategy mechanism. The study adopts the ability of city competitiveness to judge and to examine "the strategy of city development". The goal is to get the key point of how “the strategy of city development” under the globalization successes through doing this case study.
First, this study analyzes the concept, the theory and the construction of globalization. This study analyzes the mainstreams of globalism afterwards, induces these viewpoints of mainstreams’ globalism. Secondly according to the concept of this theory, the study takes a city as the research unit of globalization and analyzes it through the various aspects of politics, economics, culture and society. However, in order to understand whether the strategy of city development really can lead the city to win under the competition of the globalization, this study refers to some bibliography, such as the IMD Country Competitive Ability Examination, Common Wealth, Research of Development and Evaluation Commission and so on, and then draws up the standard of city competitiveness, which is the basis of examining the city development.
However, the research about the case study of Keelung city adopts the System Theory of Easton (David Easton) to analyze the internal and external affects of the Keelung city development under globalization. Based on the Keelung city strategy (White Paper of Keelung Municipal Administration and Synthesis Development Plan of Keelung City), the research targets the competitive abilities of Keelung city and examines them with the competitive abilities of the other cities in entire Taiwan to understand the superiority and inferiority of Keelung city development, as well as the present major issues of Keelung city. Therefore, the development of city’s strategy under globalization for the development of other cities in the future will play a significant role.
