Due to the gross national income has risen, citizens’ life style daily and conception have been changed under the economy growth is fast in the latest years. In addition, implementation of the policy for two days break in a week results in the traveling climate and the demand for tourism are prosperous. Therefore, old rural and fishing villages are facing with a transition to blossom into a tourist attraction.
However, it is not suitable for each villages to be developed. So this research is regard to Chung-Shan-Hsieh-He community in Keelung city as the scope of research and constructs the frame of research by professional questionnaire. Secondly, this research is regard to Chung-Shan-Hsieh-He community in Keelung city as the case and we use Delphi methods to estimate for the development of Feng Shang Reservoir. Finally, we advance some solutions to the sections we need to improve, which made the Chung-Shan-Hsieh-He community in Keelung city become an excellent tourist attraction.
