主要題名 大安鄉北汕港改善需求之探討

中文摘要 大安港(北汕港)於明、清時期,曾為大陸人民移居台灣之主要登陸港口,並經由此地向內墾殖拓展,直到乾隆末年期間,皆為大安港之鼎盛時期,嘉慶君且賜名為大安港.後因本港遭巨浪沖毀,且淤積日益嚴重,船隻難以通行,終告失去港澳功能.大安鄉也因而逐漸沒落成為小漁村,偶而漁業船筏進出而已,北汕港的發展面臨轉型,亟須大刀闊斧的規劃.本文查閱北汕港之文獻甚為稀少不全,且無單獨之研究報告,此時投入北汕港的改善與研究,是極為適切的時機. 北汕港因位處本省中部海岸,本區海域之特性為潮差大,海岸坡度平緩,潮間帶寬廣,沿岸漂砂活動劇烈.北汕港目前因外廓設施長度不足,無法有效阻擋冬季波浪之入侵及沿岸漂砂,致使航道水深無法維持,港池穩静度欠佳,漁汛期時漁筏無法順利出海作業,另一受夏季颱風豪雨帶來淤泥、垃圾,造成下游出海口淤塞嚴重,導致水質惡化.同時,因北汕港泊地水深不足,繫靠設施均已老舊,作業漁筏必須候潮進出,使用非常不便,對本北汕港漁業發展之影響至鉅. 北汕港受到大安溪大甲溪兩大河流充沛之輸砂來源,尤其以大安溪口成長率為2m/yr最高,每年漂沙量平均為124.1萬立方公尺.依據行政院農委會漁業署之漁業年報,北汕港近年來漁獲量明顯逐年遞減趨勢,以94年度北汕港漁獲量已遞減到115千元,經分析結果,漂沙量與漁獲量成反比趨勢.有鑑於此,本文對於上述現象,提出北汕港整體改善(擴建)後經濟評價效益比為1.48,且因涵蓋社會經濟之效益面甚廣,無法適當之模式予以量化,衡諸各項因素,其改善方法應可行. 
英文摘要 Ta An Port (Pei Shan Port) was a very important port for the Chinese immigrating to Taiwan during Ming and Qing Dynasties. It had a prosperous period for Ta An Port till the end of Qian Long Emperor. Jia Qing Emperor even gave this port a new name as “Peaceful Port”. Later, a strong storm washed away the coast and large mud occupied the port. This port was then all silted up, and getting losing its shipping function. Ta An Township has declined to a small shipping village, only few fishing rafts worked sometimes. The development of Pei Shan Port was expecting a renewed integration. Mass construction and major planning were required to be performed in the area. However, there were only few researches done on the development of Pei Shan Port. It’s found that this is the most appropriate time to do an ingoing research on this area. Pei Shan Port is located at the middle coast of western Taiwan. The tide range was very big, and the gradient of seashore was gently there. Also, the tidal flat was broad, and the sand drift was active along the coast. The breakwater was not long enough to resist the intrusion of the waves and sand drift during winters. Thus, the harbor was not stable and the channels were clogged. During fishing season, the fishermen could not take fish rafts out fishing. Typhoon season and torrential rain brought big amount of mud and waste blocking the harbor outlet and polluting the water. Furthermore, the port was not deep enough, and most facilities were getting old. The fishing rafts needed to wait for tide incoming in order to go out fishing. It was so inconvenient for fishermen and has caused great deal of loss to the local fishing economics. Pei Shan Port has abundant sources of sediment transport from Ta An River and Ta Chia River. The growth rate of seaboard around the outlet of Ta An River at approx. 2 m/yr was the highest in this area. The average volume of sand drift was 1,241,000 m³ per year. According to the annual report of Fishery Agency, Council of Agriculture, the revenue from fishery yield at Pei Shan Port has been on the decrease in recent years. In 2005, the revenue has dropped to NT$ 115 thousand dollars. The analysis shows that volume of sand drift was negatively correlated with fishery yield. As a result, based on the above phenomenon, this study suggested that the overall improvement (expansion) of Pei Shan Port has an EBCR (economic benefit and cost ratio) of 1.48. Due to the broad benefit of social economic, it has not been able to quantify by exact methods. However, with considerations of various factors, the improvement solution is feasible.
