By using the Ground Theory in social science, the professional group, which the author was one of its members, has completed the first step of establishment of the Local Cultural Museum in Nan-hua County. This paper intended to base on this process in developing a computable model for other local museums in Taiwan. And hoping that it can be useful for the initial and discovery of Taiwanese indigenous culture that has been covered by the colonial control from political powers for a long time.
