In the paper, the main thesis is based on a result of field research in Hsin-Chu shelter. 150 copies of questionnaire are randomly handed to two groups of interviewee, including supervisory guard﹙sampling 50, male/female﹚and mainland people﹙sampling 50 males and 50 females﹚ All significant movements/changes after new policies implemented are
provided with explanations.
The paper can be concluded by the following results:1.In "consciousness of administration of the shelter", there is a significant difference between two groups of interviewee(supervisory guard, mainlad people) 2.How people perceive the regulations of shelter, "gender" makes significant difference. 3.How people perceive the regulations of shelter, "age" makes significant difference. 4.How people perceive the regulations of shelter, "education" makes no significant difference. 5.How people perceive the regulations of shelter, "time of staying" makes significant difference.
