Fiscal policy decision-making has taken on a new urgency, resulting in intense debate with regard to priorities and appropriate levels of expenditures, revenue, and categorical grants. Increasingly, sharp differences have made consensus difficult to reach and have resulted in the politicization of the inter-governmental grant distribution process. Frequent impasses on grant distribution policy have led many to question whether the budgetary machine itself is breaking down.
