日本產地形成(Formation of Producing Area)相關理論始於1960年代,主要涵義是指特定地區如何透過產地營運主體產地間競爭策略之機能性運作,以促成其產地達到高度發展的目標.本研究透過鹿谷鄉茶葉產地形成之個案研究,作為國內首度對產地形成作一縱貫性實證研究.本研究試圖以產地形成四階段層次建立各階段對應機制之衡量指標,用以進行鹿谷鄉茶葉產地階段性發展次級資料之實證,繼而企圖將目前鹿谷鄉茶葉產地現階段發展予以界定.其次,經透過與10位茶葉專家訪談與問卷調查所得之初級資料,用以進行SWOT(Strengths, Weaknesses, Opportunities and Threats)模式之實證分析,擬定鹿谷鄉茶葉產地再發展邁向較高層次的產地發展階段目標之策略規劃.

Since the theories on formation of producing areas were developed in Japan during 1960´s. The major concept is some main operating bodies in the producing area are applying the strategies and the mechanism of competition between said region with the other producing areas. Enhancing them to reached the dream of highly developed and most competitive producing area. By utilizing the studies on special case on the development of the Lu-Ku tea producing area, broke the theories research and study works on the formation of producing area in Taiwan. The establishment hypothesis module was aimed as the 4 continuously developing stages. After using the secondary data analysis and been proved the existent of the different developing stages and found some evidences can be used as the index of the different stages, and also be incorporated to identify the present development stage of the Lu Ku tea producing area. By applying the SWOT-analysis method and using the questionnaires after interviewing with 10 tea specialists as primary record data were found these fatal results. These results from the analysis, been used as a strategic planning for the Lu Ku tea producing area to be highly developed tea producing area.
