This research is an explosive one. It was done by the responsive evaluation theory, qualitative interview, and questionnaires to recognize the process and present status of Hakka culture policy development. Moreover, this research have taken the Dahu Strawberry Garden as the case to comprehend the developmental process and execution. Policy suitability, area marketing ability, goal attainability level, customer satisfaction etc are the index of the questionnaires. In the other side, from the policy dimension, this research includes some suggestions for Dahu Strawberry Garden from the stakeholders, and those suggestions will be the reference of Hakka Creative Cultural Industries development in the future.
