中文摘要 本文研究通霄一次變電所轄區內電弧爐所引發的電壓閃爍, 目的為(a)分析電弧爐運轉特性中造成電壓閃爍的原因, (b)探討電壓閃爍在該轄區內各電壓等級饋線間的傳播情況, (c)探討造成電壓閃爍傳播衰減的可能原因 , 與 (d)提出一些可行的解決方法以降低該轄區電壓閃爍值.在電弧爐爐變壓器端所測量的電力資料統計分析顯示,持續性的瞬間過載運轉是造成該轄區電壓閃爍異常嚴重的主因,因此推論該電弧爐工廠並未照圖審資料條件運轉. 另外由實測資料統計分析顯示,電壓閃爍值由69kV高壓端電壓閃爍源 ,經過69kV傳輸線至二次變電所轄區110V照明用戶端呈現衰減現象.以EMTP模擬顯示線性網路和線性負載不會造成電壓閃爍傳播衰減,非線性負載則會造成衰減. 
英文摘要 This is a research on the voltage flicker resulted fromelectric arc furnace in the Tongishia primary substation area.The purposes are to (a) analyze the operation characteristicsof electric arc furnace for the cause of voltage flicker (b)investigate the propagation of voltage flicker among differentvoltage feeders in that area, (c) discuss the posibble reasonsof voltage flicker propagation attenuation, and (d) proposesome feasible methods to reduce the voltage flicker level inthat area. The statistic results of the measurement data atelectric arc furnace transformers show that repeatedlytransient overloads is the major reasons of severe voltageflicker in that area. Itdeduced that the electric arc furnaceplants do not operate the furnace according to the primaryreview conditions. According to the statistics of measurementdata, the voltage flickerperties from the 69kV equivent sourcethrough 69kV transmission lines to 110V customers. The voltageflicker level at the 11.4kV side of secondary substationsattenuates to 80% of it original value, and that at 110Vcustomers sides attenuates to 75% of it oginal value. From thesimulations by EMTP, while nonlinear loads will causeattenuation of voltage flicker, linear loads and networks willnot cause attenuation.
