Miaoli county, as a rural area, has met bottlenecks in the process of community empowerment movement in Taiwan in past years. The aim of this thesis is to systematically detect the difficulties and feasible solutions to redesign the structure of community empowerment for Miaoli county government.The theoretical foundation is based on communitarianism which stresses upon the sense of community participation and we-groups of citizens. Research methods based upon policy stakeholders perspectives had depth-interview and participant observation. Number of research subjects included community citizens, planners and government officials from eight communities in Miaoli county.
