This study has taken the Kueishan village hall as an example for description, and has taken the viewpoint of the base-level operative unit to observe from bottom up the confrontation and conflicts between governments resulted from the division of finances and jurisdiction. This study focuses on the interaction between county government and village (town, city) halls and also discusses their practical operation in dealing the problem of the local government subsidiary system.
