This research is focused on the basic official organization of engineering, purchase, land administration, construction administration, industrial & commercial registration, environmental protection & sanitation that may easily be corrupted, and used Taoyuan City Hall as an example to evaluate & analyze its strategy policy & exact result on incorruption. To compare & investigate the laws and systems for incorruption of some developed countries or areas (like USA, Japan, Hong Kong, Singapore, South Korea, … etc.). Concluding the advantages and disadvantages for various systems to create an in-corruptive police as the reference for our country.
