This research is a work out of extensive and long-term observation. We choose the case study method and use Taoyuan Land Office as a target to discuss. According to the interview from the Taoyuan country government department of land senior engineer and collected computerize data ,we work ,analyze ,and draw our conclusion . We found that digitization increases operation efficiency and quality, network implementation promotes resources share and supply to many on-line customer services ,virtualization could integrate information system ,and make way for outsourcing to construct activable government.
