There are two cases studies in the research: Meeinong Hakka Museum and Lake Biwa Museum. During development phase, those two museums made provided many chances and activities to facilitate resident's public participation; comparing management presently, the former, local people are gone away. On the contract, the latter, where local people participate constantly. I would like to find out the divergence and how the difference occurred. I use Arstein's 'The ladder of citizen participation' , Johnson's five forms of participation to measure the level of public participation in two cases. And then, the functions of museum are in token of defining the level of participation.
